Europe's Packaging Regulations Is Forcing Small Beauty Brands Out of Direct Sales — Here's What's Really Happening to Us

There's a date circled on our calendar this month, and it isn't a launch. It's August 12, 2026 — the day the EU's new Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, becomes enforceable across every member state. If you've never heard of it, that's fair. Regulation rarely makes for good marketing copy.

But this one is quietly rewriting the rules for every bottle, jar, and box that touches European skin, ours included — and we wanted you to hear about it from us, plainly, before you hear it anywhere else.

What's Actually Changing

The regulation replaces the old Packaging and Packaging Waste Directive with something far more exacting. It governs the entire life of a package — from the moment it's designed to the moment it's recycled — and it applies to every material, every category, every business placing packaging on the EU market. A few of the headline shifts:


  • Substance limits get stricter.

  • Packaging that touches product now faces firm caps on PFAS and other substances of concern.

  • Recyclability becomes mandatory, not aspirational. Every piece of packaging placed on the market has to meet defined recyclability criteria, with a path toward a full recyclability grading system by 2030.

  • Minimalism is now a legal standard. Brands must be able to justify the weight and volume of their packaging — no more oversized boxes hiding a small bottle.

  • Labelling gets a system. Harmonized labels, in some cases digital codes, will tell consumers exactly what a package is made of and how to sort it.

  • Reuse infrastructure has to be real. Businesses offering reusable packaging need an actual system behind it — collection points, logistics, a way for packaging to genuinely come back into circulation, not just a claim on a label.


None of this is about repackaging for the sake of a redesign. It's about the entire European market finally holding packaging to the same standard we've always tried to hold our formulas to.


Why This Isn't a Scramble for Us

We started Skin Leaf on the belief that skincare is healthcare — and healthcare doesn't stop at the formula. It extends to what that formula sits inside of, what happens to that container after the last drop, and whether the whole system is honest about its footprint. Our botanical, plant-intelligent approach was never just about what goes into the bottle. It was about building a brand that could stand up to exactly this kind of scrutiny without flinching.


So while some companies are treating August 12 as a compliance deadline to survive, we're treating it as validation. Minimal packaging, honest material choices, and real recyclability aren't new asks for us — they're the reason our lab is in Portugal to begin with, close to where these standards are being written and enforced first.


The Part Nobody's Saying Out Loud

We also want to be upfront about something else happening the same week, for reasons that have nothing to do with the regulation itself — and everything to do with how it's being enforced.


Starting August 12th, Skin Leaf is moving to a wholesale-only model across Europe. We will no longer sell directly to individual customers in Europe. Every Skin Leaf product available there will come to you through an authorized reseller or stockist.


Here's the part that should honestly make more small brands angry: this isn't about the packaging rules. We believe in the packaging rules. It's about what enforcing them actually costs a business our size. Under the EPR system built to back this regulation, a brand selling across Europe doesn't register once — it has to register, separately, in every single country it sells into, each with its own registry, its own fee schedule, its own paperwork. Layer that across two dozen-plus markets and you're looking at real annual costs per country, on top of per-unit fees, before a single bottle has moved.


For a multinational with a legal and compliance department, that's a Tuesday. For a small, founder-run brand like ours, it's a system that quietly makes selling to you directly across borders more expensive than the products themselves are worth. We're not the only ones saying it — small sellers across the EU have been sounding the alarm on exactly this for months, watching a rule built to make big polluters pay end up squeezing the smallest, most sustainable brands out of the direct market first.


So let's be precise about what's happening here: the intention behind this law is good. The implementation is a disaster for small businesses. A regulation meant to hold corporations accountable for packaging waste has, in practice, built a fee structure that only corporations can comfortably absorb — while brands like ours, the ones already doing the sustainable thing by design, get priced out of reaching our own customers directly.


We're not walking away from Europe. We're choosing the path that's actually still open to us: getting into the hands of retailers and stockists who can carry us locally, without a small brand having to fund 27 separate registries just to say hello to a customer across a border.

Separately, Skin Leaf steps back from direct-to-consumer sales in Europe, not because of the regulation, but because the fee system enforcing it makes cross-border direct selling nearly impossible for a brand our size. Good intention. Broken execution for the small guys. We'll keep saying so.
